Liran Gordon
Mr. Gordon brings over 25 years of proven executive experience in the service delivery and advisory industries.
Liran’s experience spans the consulting, legal and telecommunications industries. His experience includes serving
as a senior executive at both large multi-national companies and smaller start-up operations as well as serving as
a consultant and lawyer to such firms. He has negotiated major innovative outsourcing and transactional contracts.
His outsourcing experience spans the information technology and operations industries. He has extensive experience
evaluating proposals, negotiating long-term contracts, and re-structuring arrangements that no longer meet the
business needs of his clients.
Prior to his work as an outsourcing consultant, Liran served in senior business and corporate development roles
in several major U.S. and international telecommunications companies. At XO Communications, he served as Vice President,
Corporate Development, where he structured and negotiated a $700M network outsourcing contract, including defining
which functions would fall within the scope of the project, evaluating and selecting various vendors, and establishing
key metrics and SLAs; in addition, he was responsible for all merger and acquisition activities. At Cable and Wireless,
USA, he served as Vice President, Business Development where his responsibilities included valuing, structuring,
and negotiating merger and acquisition opportunities (including the multi-billion dollar acquisition of MCI’s Internet
operations); in addition, he developed and was responsible for integrating the acquired assets. Liran has also led the
restructuring of several U.S. and European-based telecommunications companies; his efforts focused heavily on restructuring
IT operations to ensure the proper organization and contractual relationships to support the future operations of these
companies.
Liran has a demonstrated ability to manage joint client-advisory firm teams, bring projects in under budget and
establish a good rapport with clients. He demonstrated these traits at the Center for Applied Research, a Wharton-affiliated
management consulting firm, and Covington & Burling, a large Washington, DC law firm. At each, his clients included both
Fortune 500 companies as well as mid-market firms.
Liran earned an M.B.A. in Finance from the Wharton School, a J.D. from the University of Pennsylvania Law School where he
served as Senior Editor of the University of Pennsylvania Journal of International Business Law, and a Bachelor of Arts in
Economics (with Magna Cum Laude honors) from Harvard University. Liran resides in Potomac, MD.

Representative Engagements
- International Outsourcing Company: Analyzed master service agreements to help make firm more competitive
in winning new contracts. Evaluated which provisions are market standard and which ones are not. Recommendations
were uniformly implemented.
- International Cable Operator: Evaluated IT alternatives, including various outsourcing models
(including partial and complete outsourcing). Evaluated proposals from both international and in-country service
providers. Recommendations are being implemented.
- International Telecommunications Service Provider: Served as interim head of IT for a European
telecommunications service provider. Developed alternatives for unwinding a large multi-year IT outsourcing contract;
numerous IT functions are being brought in-house. Overall project included restructuring company operations.
